Welcome to MTC Maritime Training Center’s OUPV/Captain’s License page. In this section, we’ll provide you with information on what the OUPV/Captain’s License is, its benefits, and other helpful information.

The Operator of Uninspected Passenger Vessels (OUPV) or 6-pack Captain’s License is a license issued by the United States Coast Guard (USCG) that allows individuals to operate uninspected vessels up to 100 gross tons. This license is intended for individuals who operate small passenger vessels, such as fishing boats, charter boats, and other similar vessels.

The OUPV/Captain’s License is issued in two forms: the OUPV Captain’s License-Inland and the OUPV Captain’s License-Near Coastal. The Inland license allows the holder to operate uninspected vessels up to 100 gross tons within the Boundary Lines, excluding the Great Lakes. On the other hand, the Near Coastal license allows the holder to operate uninspected vessels up to 100 gross tons within 100 miles from shore.

To obtain an OUPV/Captain’s License, there are several requirements that must be met, including age, experience, physical and drug test, eye exam, CPR/First Aid card, completion of the USCG exam or USCG approved course, and a Transportation Worker Identification Credential (TWIC Card).

Obtaining a Captain’s License has many benefits, including increased job opportunities, higher salary, personal fulfillment, and the ability to legally operate a vessel and take passengers out on the water. Additionally, OUPV/Captain’s Licenses must be renewed every five years, and holders of the license must show evidence of continuing education or experience. Finally, a 6-pack Captain’s License-Inland can be upgraded to an OUPV Near Coastal once the applicant has achieved 90 days of experience outside the Boundary Lines.

To obtain an OUPV/Captain’s License, applicants must meet several requirements, including:

Age:
Applicants must be at least 18 years old.

Experience:
Applicants must have at least 360 days of experience in the operation of vessels, 90 of which must be gained in the last 3 years. Experience gained prior to the age of 16 will not be counted.

Experience can be counted on your own vessel. A letter and proof of ownership are required. Experience on other persons’ vessels can also be counted, however, a letter from the owner or a sea service form signed by the owner must accompany the application verifying experience claimed and vessel details.

Physical and drug test:
Applicants must pass a physical exam and drug test. This ensures that applicants are physically fit to operate a vessel and do not pose a safety risk to themselves or others.

Eye exam:
Applicants must pass an eye exam. This ensures that applicants have good vision and are able to operate a vessel safely.

CPR/First Aid card:
Applicants must hold a valid CPR/First Aid card from American Red Cross, Heart Association, or a USCG approved course. This ensures that applicants have the necessary skills to respond to emergencies on board a vessel.

Completion of the USCG exam or USCG approved course:
Applicants must pass either the USCG exam or a USCG approved course. This ensures that applicants have the necessary knowledge and skills to operate a vessel safely and effectively.

Transportation Worker Identification Credential (TWIC Card):
Applicants must hold a valid TWIC card. This is a security credential issued by the Transportation Security Administration (TSA) that allows individuals to access secure areas of maritime facilities and vessels.

Meeting these requirements is essential for obtaining an OUPV/Captain’s License. Applicants must ensure that they meet all of the requirements before applying for the license.

Obtaining a Captain’s License is not only a great achievement, but it also provides many benefits for individuals seeking a career in the maritime industry. Here are some of the benefits of obtaining a Captain’s License:

Increased job opportunities:
Obtaining a Captain’s License can open up many job opportunities in the maritime industry. This includes commercial fishing, charter boat operations, yacht management, and many other fields that require qualified individuals to operate vessels.

Personal fulfillment:
Many people find personal fulfillment in being able to operate a vessel and take passengers out on the water. A Captain’s License provides individuals with the opportunity to pursue a career in a field they are passionate about.

Ability to legally operate a vessel:
Having a Captain’s License allows you to legally operate a vessel and take passengers out on the water. This ensures that you are operating within the law and that you are taking all necessary precautions to keep your passengers safe.

In addition to these benefits, obtaining a Captain’s License also provides opportunities for professional development and networking within the maritime industry. It is a great way to connect with other professionals and to gain exposure to new opportunities in the field.

The OUPV/Captain’s License is issued in two forms: the OUPV Captain’s License-Inland and the OUPV Captain’s License-Near Coastal.

OUPV Captain’s License-Inland:
This license allows the holder to operate uninspected vessels up to 100 gross tons within the Boundary Lines (as described in the USCG application package), excluding the Great Lakes. This license is good on vessels less than 100 gross tons.

The Inland license is ideal for those who want to operate vessels on rivers, lakes, and other inland waterways. This license is required for those who want to operate uninspected passenger vessels carrying six or fewer passengers for hire, including fishing guides and charter boat operators.

OUPV Captain’s License-Near Coastal:
This license allows the holder to operate uninspected vessels up to 100 gross tons within 100 miles from shore. This license also requires at least 360 days of experience in the operation of vessels, 90 of which must be gained outside the Boundary Lines. This license is good on vessels less than 100 gross tons.
The Near Coastal license is ideal for those who want to operate vessels on the open sea. This license allows the holder to operate uninspected passenger vessels carrying six or fewer passengers for hire, including fishing guides and charter boat operators.

It’s important to note that both licenses require applicants to meet the same requirements, including age, experience, physical and drug test, eye exam, CPR/First Aid card, completion of the USCG exam or USCG approved course, and a Transportation Worker Identification Credential (TWIC Card).

Renewal:
OUPV/Captain’s Licenses must be renewed every five years. During the renewal process, holders of the license must show evidence of continuing education or experience. This ensures that license holders are up-to-date with the latest regulations and best practices in the maritime industry.

Upgrades:
A 6-pack Captain’s License-Inland can be upgraded to an OUPV Near Coastal once the applicant has achieved 90 days of experience outside the Boundary Lines. This upgrade allows the holder to operate uninspected vessels up to 100 gross tons within 100 miles from shore.

Upgrading a license is a great way to expand one’s skills and career opportunities in the maritime industry. It demonstrates a commitment to ongoing professional development and a willingness to take on new challenges.

It’s important to note that upgrading a license may require additional training or experience beyond the initial requirements for obtaining a license. Applicants should ensure that they have met all of the requirements before applying for an upgrade.
